All goods intended to be placed under a customs procedure,  shall be covered by a customs declaration appropriate for the particular procedure. In other words - all goods entering or leaving the customs territory of the European Union must be declared.

Proof of Union Status

Union status goods are goods that have been wholly obtained in the customs territory of the Union or previously imported and released for free circulation.
Customs status of the Union goods must be proved if the goods are exported and later returned to the customs territory of the European Union. For example, if the movement of Union status goods between Member States is carried out by sea transport, the goods are considered to have been temporarily removed from the customs territory.
